Creating an Interaction Element

In the context menu for e.g. a Use Case you can find Add/Interaction/With... This adds an Interaction element with a diagram inside. But trying to create an Interaction element solely (via the add element icon in the browser) seems to be impossible. Any idea why?

Looks like a bug.
The thing is that with this new dialog you can only select an element if you have selected a toolset.

Before it was possible to leave the toolset field blank and have a flat list of all element types.

Just switched back to 9.3 and it has the same behavior. However, I'll report a bug.
