How do I create a Package profile

I am setting up EA purely for the purpose of capturing requirements across a number of projects.  Having read the various doco I want to create a custom package profile for each project so that I can add specific attributes (rather than use the tagged values).  No doco I find online resembles anything I can see on the screen.  Does anyone have a dummies guide to craeting pakage profiles please?
