Double click on the diagram | Select Elements tab | check 'Tags' option in 'Show Compartments' group then click OK.

Where do you want the Tagged Values to appear? If you create them in an element, they should display in the Tags tab of the element's Properties dialog, and in the Tagged Values window when the element is selected. They won't show in the Project Browser, but they will in the Element Browser.

You can display them in the element on a diagram, using a context menu. Context menus display all over the place, each menu depending on the context of the point at which you display it. In your case:

[1]  Right-click on a clear area of your diagram. The diagram context menu displays.
    [2]  Click on the
Properties option; the diagram Properties dialog displays.
[3]  Click on the Elements tab, and then select the
Tags checkbox.
[4]  Click on the
OK button.
This will show the Tagged Values on ALL elements on the diagram.  If you just want to show the Tagged Values for a specific element, instead of performing the steps above, do this:

[1]  Right-click on the element. A context menu displays.
    [2]  Select the
Feature and Compartment Visibility option. A dialog displays.
[3]  Select the
Tags checkbox, and click on the OK button.
Does that help you?

Edit: VKN shows you how to set the Tag display on the diagram without using a context menu, which is quicker. However, you didn't seem to understand about context menus, so I showed you a couple of them.

Actually it's Feature and Compartment Visibility.
