Show elements in multiple places in Browser?

I'd like to organize my project in such a way as to have all elements of the diagrams under one location in the project browser (to make it easier to find an element when multiple people are updating the project).  If I do that, however, when users are exporting their packages and importing them into another project, there are no elements (as they are no longer contained under the package where the diagram is located).  

Maybe there's a better way to do this, but I haven't found it yet.

Things can only be in one place in the Project Browser. But you can use the model views as a secondary browser. You can either create packages there from favourites (ie. fill with anything you want) or searches (eg. All actors)

Given each element only has a single location you might also look at  the Create A Placeholder option in:
http://www.sparxsystems.com/enterprise_architect_user_guide/10/projects_and_teams/xmlspecifications.html
This makes it more obvious when an element is not exported.
