Custom Theme or Default colors

I swear I was able to do this in a previous version, but I can't seem to figure out how to set the default colors, for example the Element I want the background color to be a medium blue.
I have tried:
Tools -> Options -> Standard Colors doesn't seem to do anything
Tools -> Options -> Gradients and Backgrounds and that doesn't seem to do anything
Tools -> Options -> Appearance doesn't look to have anything.

Tools -> Options -> Themes while selecting a different theme it will change the behavior I'm looking for, but trying to create my own theme it doesn't seem to pick up the colors I select as I read it should.

Also tried to set the standard colors in the tools option space and go to the Project -> Settings -> Set Project Default colors which seems to make the color I want the default one on the  color pallet now but when I still create a new element "Component" its still the pail red color.
Searched here and google and haven't found an answer yet.

Look up the help for template packages. That might be what you're after.

My guess is that the cryptic checkbox 'Use element group style' on the appearance page is checked. That overrides the colors with different colors depending on element type.
