is it possible to import rules from Excel ?

Yes, you can either user the standard csv import, my free Excel to EA importer, the eaDocX excel feature, or the new Office Integration

So you refer to elements (I guess from BPMN or so). In that case see Geert's answer. It might be some extra effort to assign the correct stereotype.
