BUG:? Order of new (copied) Attributes

Recently, I've started creating a number of attributes by use of the Copy button in the Attributes dialog.  The placement of the copied (new) Attribute seems weird to me.  Does anyone know the placement algorithm?  What factors affect the algorithm?

No idea. I never tried to find out what's the algorithm. I just polish it afterwards :-/
