Exclude Tagged Values  RTF Reports

Is there any way to exclude tagged values that do not have a value from reports?

In builds 834+ there is the F8 | [Element Filters] tab - this does support setting a filter for Element.TaggedValues.

How do I filter to exlcude Properties that do not have a set value?
Not Equals = ? or Contains = ?
Is there a wildcard available?

The documentation doesn't show any examples
