Creating document artifacts below Use Case

If I can drag & drop a Document Artifact below an Use Case,
why can't I create one there?
(I think, the create element is missing there.)

Those things should be consequent.

More generally I would like the "Add Element" context menu to be available on any selected element, not only usecases.
