Diagram filters to be local, as well as global

This has been requested before, but I'm finding more and more occasions where I'd like to use it.  

Please allow a diagram filter to be applied to individual diagrams instead of globally to all diagrams, and allow that filter to remain as a property of the diagram.  If the property is set then it should override any global filter that may be set.
