Mouse over tool tip for connector does not work.

If a connector has no entity behind it, a handy little tool tip shows if you hover over the connector, viz:

However if there is an object behind the connector it seems that you can never get a tool tip for the connector to pop up, instead the next entity down the z-order's tool tip shows up! viz:
