Is there an event that's triggered when an element is moved in a diagram?
OnNotifyContextItemModified possibly?

No, I don't think so.

And the problem is that the new location of an element is only accessible after the diagram has been saved. (I think)

I didn't really like Rational Rose, but it's add-in concept was by far better than EA's. Genius is not inventing something on your own but using existing solutions a better way.
