What happens with Scope in ControlFlow Link Targets?

When I compare a model with a baseline or an imported asset package, were the result should be to find no differences, scope in ControlFlow Link Targets are different at any time.
Scope in the model is always "empty" "" but in the reference (baseline, model) it is set to "public".

Hello qwerty,
I saw your comment also on similar issues.

However I think compare functionality is important and we should be able to trust on that.
I assume that Sparx spend several effort in that compare feature that is lose one’s labor if it does not work.

For me it seems, the problem is even not in that compare feature at all, but it is the xml-exporters and importers doing some magic things (e.g. changing dates) those should not do.
