Disabled sub-menus don't "bubble up"

As mentioned elsewhere, we're trying to create a "Simplest Viewer" to allow our Rad-Only users to use the EA Lite viewer with the minimum of friction and intimidation.

We've made some progress toward this, but one thing the exercise has "thrown up" is the issue that as we disable sub-menus etc via the Menu Sets for the perspective, even if ALL the sub-menu items for a menu item are disabled, the menu item still behaves as though it's active, even though, by definition, it no longer is.

I realise this may be a issue for the control being used for menu processing, but I thought I would "put it out there" for comment:

If all the sub-menu items for a menu items are disabled, should the menu item itself be disabled?"

Thoughts?
