Add Branch to Version Control Rejected

I have moved a branch of packages under a VC package (checked out) and want to add this branch to version control.  I right click the package at the head of the branch, select Package Control and Add Branch to Version Control.  The Apply VC to Branch dialog duly shows, I select the VC Config (the only one defined), leave Export as Model Branch selected and press OK. After entering a comment I get a message saying "There are no pending changes matching the specified items. No file checked in."

This was not what I was expecting :(. How do you add a branch to version control?  Does anyone have any suggestions?

My infrastructure is local EAB and LWC with MS TFS VC. EA is 12.1 1230.

BTW selecting each package individually and configuring it for VC (Package Control/Configure) does work but is a pain when you have a lot of packages.
