Lock diagram

Hi.
currently through my AddIn i can lock element on the diagram where the user cannot edit the diagram.  I would like to know is there any other way to lock the diagram.

what i noticed if right click somewhere of the diagram the i can apply or release the user lock.  I am logged in as the user that owns the project.

Is this because i am the admin user, so other users will not be able to do this.  

I just want the best way to lock the diagram so end users cannot fiddle with it.

I think the only way to be sure it to use Version Control.

Can i do something like this where i have a Admin user, then have group of about 10 users who do not have the admin rights, no rights to edit the diagrams in the model.

I you want complete readonly access for a number of users that is easier.
You can either take away all their rights in EA, give them only read-only rights to the database, or just only install the free EA-Lite on their machines.
