Show fully qualified tags

In my current API tests I came around the Fully Qualified Tags checkmark in Feature and Compartment Visibility. When I turn on Tags, my tags show nicely. But when I tick Fully Qualified Tags the Tags tick is removed and no tags are shown in the compartment. Unfortunately the Help button does not lead to any page that explains the meaning of the tick marks. What's wrong here?
