Pre-filled toolset elements

Hi,

to manage issues we created a new element which should include a description, an approach to solve it and a solution.
For each of these points we use a headline within the description field of the element.

Is there a possibility to put these headlines already inside the original element of the toolset so that we don't have to type it in every issue element again?
