I read that RULtE disables all "User Locks" and "Group Locks". What about "Full Locks"? Are only existing locks meant? I am asking, because "User Locks" still need to be set for RULtE, correct? (I am asking because I cannot test).

I never had a need for it, but it means, that you completely lock the element - even for yourself. A UC would be: an admin sets a lock for an element that's intended to be unchangeable. I would not see a big difference to having an admin user that just has the purpose to hold such locks. Alas, that's how they implemented it.
