Business Rule Model - V 12.1

I've been trying to add a business rule model in version 12.1 but I can't seem to find the model pattern. The user guide uses version 9.3 and I'm assuming some of the functions and naming conventions have changed. Can anyone point me in the right direction?

Do you have the correct edition?
IIRC the Business Rule Model is only available in the Business or the Ultimate edition
