Yes, I am admin or what is left. More or less each day I can do less.
Currently I can install software but only uninstall if I have an uninstaller!?!

If you can install ProcMon https://docs.microsoft.com/en-us/sysinternals/downloads/procmon .  You should be able to see what is happening on the machine when you get the slow down.
