Out of Memory error at application launch

When I launch v13 of Enterprise Architect I get an Out Of Memory dialog box.

I've tried uninstalling and re-installing, (also removing all the app data and any registry keys that contain 'Sparx' followed by a reboot). When I launch after a fresh install it asks me for my license key, which I enter, and it accepts, I close the license window and then I get the same Out of Memory error message.

Everything was working OK yesterday. BUT my laptop ran out of battery and stopped, (without suspend) and required a reboot. This has happened before and I've never had an issue. The reinstall should have resolved this. I also ran CHKDSK and it found no errors.

Any ideas? (I'm trying not to have to rebuild the whole OS).
