Context menu not updated after applying user lock

Details:
Using the setting "Require user lock to edit"
After I apply a user lock on a package, and I right click on this package the options to add a package or diagram are still grayed out.
Right clicking again on the package makes the options available.
This is a fairly recent problem (14.1 I think)


Steps to Reproduce:
- Use setting Require User Lock to Edit
- Apply user lock on package
- Right click on this package
- Notice that the options to add a package or diagram are still grayed out.
