Datatypes dialog: Length, Precision and Scale NOT reflecting table value

The displayed values for the Length, Precision and Scale in the Datgatype dialog, may not represent the values in the t_datatypes table.  They are manipulated.

As with the Common type, the values should only be restricted on input, not on output.
