v15.1 - Native Import failing - 2nd time around!

We reverse engineer a lot of databases.  The process is that we have a special .eapx file set up to receive the (principally) SQL Server RE with the Database builder.  This works fine.  We then post-process the data structures and then export the data model to an intermediate file (using Publish | Model Exchange | Export XML | Export XML for current Package | (o) Native export).  We then import that file into our corporate repository.  However, if we make changes to the model in the corporate repository we'd like to update the DB specific .eapx with the updated data model.  No problem, just export out using the same process and import into the specific.  Except for one small problem...

The re-import fails.  The re-exported file is OK (as far as we can tell) and the import process goes through the motions, but nothing is actually imported!

Most frustrating!
