Red package icons

I have a model with top level packages that have blue icons and red icons. What is the difference?

I think you might be referring to the exclamation marks (!). Red indicates that some other user has locked the Package and you can't edit it, and blue indicates that you have locked the Package and you can edit it but nobody else can.

Is that what you are seeing?

My question is about pkg icon colors in the browser:

There are no other users doing edits, so I think it is not a locking issue.

Well, that's Sparxian art. It means nothing. Choose the context menu and you can choose "Set view icon". It's heritage.
