This csv contains some trace information
Is there a way importing this and creating the link in Ea?

What doe you mean by "trace information" and how to you see the "link"?

The CSV importer only imports elements, no relations.

Like Geert is telling you, you are importing the elements.
You will have to link the requirements to the use case and UI.
