Diagrams are ordered underneath packages in project browser

I can pretty much imagine how this went down at the Sparx HQ.

- At first the responsible developer didn't want to fix it at all, since they are convinced the new order is superior to the old one. (I got a response basically saying "its a feature, not a bug")
- Then one of the senior members of the staff intervened and made the developer fix it.
- Reluctantly the developer then "fixed" it by adding the new (non default) option. You can already see how they think about it by the name given to this new option in the registry: LEGACY_DGM_TREESORT
- They then quickly did only the most basic "testing" just to be finished with it. They didn't even test if the option still works after restarting EA

Just tested on v16.1.1621 and there it is fixed.
