v16 - "Concise navigation" How the **** does it navigate?

Notwithstanding the fact that Sparx has rejected a (to some of us) request to have the ability to open a new diagram in a new tab (similar to "concise navigation" in web browsers (see: https://sparxsystems.com/forums/smf/index.php/topic,43166.msg264550.html#msg264550), we've persisted in trying to use "concise navigation".  This started under v15, but as of v16x, we are unable to find any rhyme or reason as to why even if you go to the Project Browser and try and open a new diagram it will NOT open a new diagram tab, but replace one of the existing tabs as if you had tried to use concise navigation from within that diagram.

What is the algorithm that EA uses to determine which tab the new diagram from the browser will occupy?  It's driving us nuts!  So unproductive!

Has anyone else seen this?  Is it just as annoying for you?

I'm not seeing that at all. The concise navigation works just like I would expect.

When I open a diagram from project browser it always opens a new diagram unless I have it already opened in a tab.
The only time I see the diagram being opened in an existing tab is when I use a navigation cell, diagram frame or double click on a package or element in a diagram with a child diagram.
Kind of works as expected for me.

Noting that V16 now has a 32-bit and 64-bit editions. I was using the 64-bit edition. What were you using?
