Can objects have substates?

I have defined a SysML block that has a state machine with three states - these are top level management states and are further broken down into lower level engineering states - the intention is to be able to hide the detail from people who cannot understand it, but have it there to be used in the other places in the model

When I create an activity diagram that passes this block as an object between actions I can select the state of the object, but am limited to only the top level states, not the substates within them

Is there any way to get the object state selection list to see all the states, not just the tier 1 states?
