RTF Documentation Word Substitution

Hello,

I am using word substitution while generating RTF documentation.
I entered substitute values for some words but there is a problem with some characters in Turkish at the report. It is changing Turkish characters with English ones.  I changed documentation codepage to Turkish but it still not considering Turkish characters.
Is there anyone used word substitution with any other languages different from English?
How can i resolve this problem?
