How would you diagram one person waiting on the other before being able to continue a task?  Below I have diagramed it as a Join.  Is this correct?

I'd simply use a constraint for the continuation.

An idea to run up the flagpole...

Instead of the Activity "Receive Termination..." try using an AcceptEventAction element. Drag an action onto the diagram, and when it asks you to select kind, click "Other" and choose "AcceptEvent" from the list.
