Including Linked Elements in RTF document

I have several requirements that are common throughout the projects.  I've created these requirements under a particular package called common requirements.  From there I drag and drop as a linked element (requirement) into the appropriate packages.  This works great.  However when I generate the RTF document, these linked elements does not generate.

I have ensured that I've checked off External Element in both the package and the element itself. but its not working.  help
