State Machine Tables and Object Containment

Try creating a package containing some Activities.  Create a State Machine for one of the Activities.  Create a few State elements within the State Machine.  Try creating a State Machine diagram under the State Machine element.  In the diagram view the states can be arranged ok.  Change the diagram type to one of the State Machine Table formats and no matter what you do, none of the States appear.

If the States are moved into a new Package they appear just fine in the State Machine Table in a State Machine diagram but I don't seem to be able to get this to work when the States are inside (i.e. contained) inside another element.

Is there something I'm missing?  I don't seem to be able to get this to work in EA9.2.921.  I've looked for posts in the forum on State Machine Tables but haven't found anyone else running into this issue.  Can anyone offer any suggestions?
