Package Control context menu disabled

Hi,

We have a model consisting of several packages all controlled using SCC.
One of the controlled packages displays a weird behaviour: Some of the Package Control context menu items,  including Check-Out, are disabled.
I've checked the version control system and verified that the xml file is not checked-out or locked.
What other reason would cause the menu items to be disabled?
