Unhelpful unicode error importing from XMI

I am receiving an error while attempting to import an XMI file that indicates (from my reading) that the UML.DTD file has an invalid Unicode character.  

The first line of the UML.DTD is:

Code: [Select]

<?xml version="1.0" encoding="UTF-8"?>
The first line of the XMI file is:

Code: [Select]

<?xml version = '1.0' encoding = 'UTF-16' ?>
Can anybody advise what corrective action is required?  

I am using EA Corpoprate 7.5.845 on Windows XP Pro SP3.
