Security "Full lock" not working

I have following:
Progra Version 7.5.843 (Build: 843) - Unicode Database Version: 4.01 Version Date: Jan-32-2004

Although I can apply "User may edit" and "Group may edit" locks, I can't put "Full lock, no-one may edit" lock.

I think that is dependent on how you set up the security.
There are basically two modes:
  • Lock means you cannot edit
  • Unlocked means you cannot edit.
The latter mode is set using the option "Project/Security/Require User Lock to Edit".
I guess you are working in this mode and therefore you cannot lock elements to make them read-only.

When I have "Unlocked means you cannot edit", I don't don't have "Lock Package..." context menu option. As a result I don't have "Lock/Unlock Package(s)" dialog which has "Full lock, no-one may edit" radio button.
