RTF Image scaling changing spontaneously

I have created a template based on the requirements template.  When I first used this, all diagrams appeared to be sensibly scaled to optimise the use of the page width.  On subsequent generations however, while the first diagram has always remained correctly scaled, all subsequent diagrams seem to spontaneously and randomly resize, and are invariably illegibly small.

The sizes can change between generations without modification of the template or the model.

This is very bizarre behaviour and is rendering my documents barely usable.  Any ideas?

Could it be that it has something to do with the "Image Memory Limit" as set in the Tools/Options/Diagram?
