v8 - Custom layouts should precede System

In the new Workspace Manager, although you can sort the display by type, the default ordering is to place system layouts before custom layouts.

Since the number of system layouts is large, you can't see (on the default dialog) that there may be custom layouts.

The default ordering should show custom layouts first.

The installer Help still has to catch up on that one (it's done, just not released). Bear in mind, also, that if you click on the column headings you can re-sort the order - most obviously alphabetically by name, but also by type. So, whilst the default is to put customized layouts at the top of the list, it might not always look that way.
