When you create an RTF template that contains requirement, constraint, and scenario elements:

If you run an RTF report over a model document that contains the package where the use case is, only the general tab and scenario information is in the output.

If you run the same template over a package that contains the use case, all the tab elements are in the output (general, constraint, requirement, scenario)
