No multi-user checkouts after EAP > DBMS migration

We are currently working on a project with 30 licences. For this project we house our sources in Team Foundation System,
as well as our EA designs and the EAP file.

We now want to migrate the EAP file to a SQL Server database and for this I followed the instructions on the Sparx site. So far, so good and when I tried to
open the new DBMS project I can see the diagrams and use TFS to check in and out.

But, when multiple users try to check out different (!!!) packages, only one request at a time is being handled and the other ones time out, eventhough we have TFS configured so that we can do simultaneous checkouts.

Does anyone know what could be going on?
