Using Element filters in Document options

I have created a tag, named "NSI", with a value "Omitted".
I wish to use this in a model document template in the Document Options Element Filter.


Because there are a large number of elements I have added the tag (NSI) only to some of them.
I'd like to use the tags to filter out of the reports elements as follows:
print all elements unless that had a tag "NSI" which has a value "Omitted".

I can't figure out how to specify this to get it to work.
I've been trying the simple case of simply filtering out the elements with a tag value of "Omitted" but I can't even get this to work.


When I use this filter I get the exact opposite of what I wanted, ONLY the elements with the tag value Omitted are included in the document!

The really odd thing about this is that regardless of the condition being set to equals or not equals the same document is generated.

A word of warning.
When experimenting with this I discovered that modifying and saving the model document template is insufficient for the document generation to pick up the changes.
The model document template has to be closed (frustrating and disappointing)

There is no mechanism for filtering on a tagged value not being present.
