can't open a project

New installation of EA 8 Ultimate.  When trying to create, copy or open a project, this error occurs:  "Can't start your application.  The workgroup information file is missing or opened exclusively by another user. "  Any ideas what this is referring to?

I haven't seen the problem before, but it's not an error given by Enterprise Architect.  I found http://www.experts-exchange.com/Programming/Languages/Visual_Basic/VB_DB/Q_10145694.html when I searched for the error.

As Jet 3.51 will be used by default the answer seems relevant.

Thanks for the tip.  That pointed in the right direction.  I was unable to fully correct the Jet3.5 configuration.  But I switched EA to use Jet 4, and now it appears to be working.
