Is there a reference to how EA8 works with SVN and MySQL?

I have been having a lot of problem with my SVN repository out of sync with MySQL repository.

How does it work in the following scenario,

User A open EA, with package A checked-in, EA remains open
User B open EA, check out package A
what will happen to the package as viewed by User A?

I have been having problem that users see packages as locked (checked-out) even though it is not, and some users see a package as unlocked (checked-in) while it has been checked-out.
