General Board / Multiple instances of simple links

What properties of a state machine do I need to change so that I can include multiple copies of that state machine (as substate machines) within any other state diagram?  When bringing these in as simple links, I receive a message that includes "Currently, only one instance is supported, so you cannot paste the element here".  When imported as instances, there are other implications to how links can/cannot be made.

Following is new information on what I am trying to achieve... but I'm still not able to accomplish exactly what I'd like.

If you'd like to list information about an element in a note that is linked to it, then follow the steps below:

1  Right Click the Element>"Add">"Note"
2  The note will be added
3  Right Click on the Link>"Link this note to an element feature"
4  You can select to display a particular requirement.

The following are the limitations I am trying to overcome:

1  You cannot list all of the requirements in one note, you must select one requirement at a time, and one per note.
2  You cannot list external requirements that have been linked to the element, which is what I'm trying to achieve.

I'll keep you updated as things progress, but hopefully someone can beat me to it!

I'm creating an activity diagram with requirements written/imported per element.  I'd like to create graphical elements similar to a Note that list the Short Description of each requirement listed for the specified element.  By this mechanism, I can have an activity flowlane that is labeled with requirement tags per my imported requirements.  Does anyone have and idea on how I can achieve this?  For instance.... activity "Execute Plan B" may have a requirement imported that is identified as "INT-NGF-2343" in the short description.  I'd like to have a "callout" on the page that indicates that this requirement identifier has requirement text that describes the element.  Alternatively, it's OK if the identifier can be displayed on each element's graphical representation.
