Controlled package Save/Load versus Export/Import of Package

We use Controlled Packages for inter-repository transport.  We don't use them for source control.

In this mode, I used to think that the only difference between using a controlled package in this way and export/import of a package using the manual (uncontrolled) method was that the XML file was defined.

However, in later versions, there seems to be a much more rigorous process using Controlled Packages.  Can anyone confirm?
