What do you mean by "use case scenario template"?
Do you use profiles?

What do you mean by "document"?
Did you generate a document?

Try to discribe what do you want to achieve
and step by step what you have done.

In elements properties there is a "Link" tab and you're right, it's not possible to add links in this tab.

Read help on "Connecting Elements" or "The Quick Linker" or "The UML Toolbox". There is a lot of ways, how to create a link.

Check the "Connector" section in the Content panel of rtf templates editor.

Then you can arrange your template like this:
connector >
source >
element >
{Element.Name}< element
< source -> target >
element >
{Element.Name}
< element
< target
< connector

All your links will be in the generated rtf document. Unfortunately there is no way to filter these links e.g. by stereotype.
