Error when importing a locally edited master doc

I have encountered an error when attempting to import a locally edited master document package to the corporate server. Here are the steps to reproduce:
 
(1) Create a master document package in an EA project located on the corporate server. Also create a package (such as a requirements package) that is located outside the master document package.
(2) Make a local copy of the project by going to Data Management -> Project Transfer.
(3) In the local project, add a new package under the requirements package.
(4) In the local project, add a new model document to the master document and drag the package created in step #3 to the model document.
(5) Export the locally edited master document package and requirements package to separate XMI files.
(6) Import the locally edited master document and  requirements package to the corporate server. The requirements package can be imported, but when you try to import the master document, you get an error message that the DTD references an ID that is not defined in the document.

Please help! This is a showstopper issue for us.
