EA Reader or opening a project in read-only mode

Doug Rosenberg mentioned in his training CBT that there is a Read-only version of EA.  I cannot find it anywhere.

Does this version exist?  If it does where can I find it? How much does it cost?

It is also referred to as "EA Lite".
