How to constrain movement to horizontal/vertical

Is there a way to constrain element movement by mouse to horizontal or vertical. I know I can shift + arrow, but that is painfully slow.

Try to shift-click and then move.

Another option if you're trying to make space for more without disturbing layout is to hold alt and drag in the direction you want to move.

What this does is pick up all elements from the original mouse point in the direction moved. Once started movement is restricted to the axis originally moved.
